There are so many ways to lose weight! Not eating is obviously NOT an option. Diet is 80% of it; it's not just about working out and/or exercising. Stop eating junk foods entirely, eat less carbs, because you're not burning them off if you're gaining weight. Over time, you will lose weight naturally.
is it normal for my Dr. to tell me this?
