You're 17 and therefore a minor. You need to talk to the cops about this. If they try to brush you off, try to find some other agency or organisation that helps minors who have been sexually assaulted by family members. You shouldn't be forced to figure out how to make your own way in the world so soon just because your father is a dickhead who can't control himself.

Whether or not he was intoxicated or high or whatever is irrelevant. A drunk who deliberately kills someone is still guilty of murder, and a drunk father who sexually assaults their daughter is still guilty of sexual assault.
