it's normal for a teen. IT IS NOT PERVERTED. if you don't like it just tell him to stop.(but it's hard to stop looking at nice breasts at that age) . So if he doesn't -just stop hanging out for a while- he'll get the hint. Don't tell the adults at this point . it will just really embarass him and might ruin your friendship with him. just let him know you don't like. if you have a good relationship he will try to control curiosity.
