Is it normal for my cat to pea in my moms plants?

so I have this cat who for come reason likes to go to the bathroom in my moms big plants. She has a big pot in the living room and my 2 year old cat hops in their and goes. But his twin brother will use the litter box. What do I do my mom wants to get rid of him if he doesn't stop and I love him dearly. Is this normal?

    hehe..your cat drops peas in the plant? i dunno about that, but it is normal if he pees or poos in it. my cats used to do that.

    Really normal. Cats hate sharing litter boxes, get one for him and make sure it's cleaned. They won't use them if they're full.

    It's not normal for him to "pea" in there, but it is normal for him to pee in there. It's instinct.
