It's just that sometimes other factors replace it and outweight this so that they people decide not to do it. But it still exists. His behaviour is not normal, he is crossing the line, so you are not close enough to have a stronger bond than they already have. Knowing only the info you provided, I agree with the rest and say: break up. More info could, however, potentially change the result.
