Is it normal for my blind and deaf brother to masturbate so much?

I have a brother who's been blind and deaf since birth and I love him to bits even though it can be difficult at times, but hes just entered puberty and now he masturbates at really inappropriate times, like when we're eating dinner or when I have friends over. Its making looking after him really difficult because we cant bring him out to restaurants or the mall or anywhere with us because he could start masturbating at any time, he doesn't know its wrong.
The reason I post this here is because I haven't really been able to find any information on blind/deaf sexuality anywhere, so I don't know how common it is, even though I think it must be. We're going to ask his doctor about it soon and hopefully he'll know more about the topic. Has anyone heard of this before?

    Maybe he's autistic as well? Did your family ever check his comprehension skills? You should edify him - tell him that it isn't appropriate to be doing these things in public.

    Perhaps, he not aware of what he's doing. Does he go to a school for kids with disabilities? Surely, he'd have a mentor/teacher that would teach what is or isn't appropriate.

    You leave too many holes with your post so, I can't help but to question the "truth". Is this true or this trolling?

    Erm... Must be awkward... Does he know where he is or what he is doing? If not, maybe that is your problem, if so, maybe he compulsively masturbates (just guessing)
