It sounds like he just wants to remain friends. He really doesn't like you as strongly as you like him. It's a very unfortunate situation but it happens. I don't think there's any hope for a relationship with him; if there was, it would have happened by now. You'll just have to learn to love him as a friend, and eventually your intense feelings will fade off. You won't be hopelessly in love forever, don't worry. :)
You probably don't want to mention your feelings to him very often, either. It's an awkward situation for both of you, but you'll probably end up annoying him if you keep mentioning it. It sounds like you have a good friendship with him, so you probably want to preserve that the best you can.
