It depends on which part of India they are from. 80% of Indians are Hindus and about 10 % Muslims. If they are Muslims, then yes the jug next to the toilet is the norm. I don't know exactly how they use it but it is definately for washing their bits after using the toilet.
I did a quick Google search for you and it says that the Koran tells them to use running water for cleaning, not toilet paper!
Doesn't sound too hygienic to me in the public toilet setting.
