I don't think that randomly sitting on other people's laps is normal for anyone except small children, but it is more common amongst high school, and college aged people. It's also rather common if the people in question are riding in a car together, and there's not enough room for everyone.
I've actually had other women, especially drunk women sit on my lap, and even act flirtatious towards me. I'm not really comfortable with this behavior unless the person doing is someone I know really well, and is preferably a gay man.
Also I prefer than people not not sit on my lap if they've been eating a lot of beans.
