The way, I see it it's all about the mess really. If you find a way where it's ok with you, then you can still masturbate, even on your period.

Some people have sex while the woman is on her period. I even heard a guy that still gave head to his woman when she was on her period; he said the clit isn't dirty so you just stay in that area.

You could and since you're on your period it should make things more sensitive down there. The only thing to worry about smell and mess. The best place to do it would probably be in the shower or in the bath.
