I think It's normal bud. I grew up with lots of guys in my family too. 2 brothers and a shit load of cousins who stay the night on weekends. We had an above ground pool so Summers at our house was like summer camp with 6-10 of us kids. We would all change, shower and get dressed together. As kids you don't think about it. You just do it. It's when you get older that you begin to see things as 'sexual'. I have a couple memories when looking back at the situation its awkward, but at the time it seemed perfectly normal. Like when we first noticed our older cousin suddenly had pubes. Ewe! Someone pointed it out and he got embarrassed,. He covered himself but for some reason we asked him to show us and he did, hairy balls and all. WTF?! Why? Cuz we were preteens and curious and he was developing before the rest of us. So what? No harm was done and we learned what to expect from our own bodies.
As for your little brother. I don't think it's a gay thing, like you said, it's just curiosity. In his eyes you're 'The Man', the larger, hairier 'alpha' guy version of what he could be. I'd probably start by saying 'sorry I freaked, my bad' and ask why, in a non scolding or judgemental way, why he had wanted too see it again. Maybe he has questions about his penis size or foreskin or his balls or a1000 other questions that any guy going through puberty would have. You don't need to show him your dick to help him out. You can guide him through 'appropriate' resources online and answer questions that he might feel uncomfortable asking dad.
If he's kinda meek kid then he likely wants to be more like you. All little brothers look up to their big brothers, I did too. Be useful, I'm sure he'd appreciate it.
