It has something to do with that whole mindset of how boys can go around shirtless but women can't. It's just a gender/sex issue.
My dad and brothers usually go around the house in their underwear, and my mum and I AT BEST wear loose clothing without underwear. If I were to go around the house in my underwear people would flip and tell me I was being indecent. I guess it's just the way the cookie crumbles.
