    It depends on the individual.

    If they're mentally challenged, then it's not their fault.

    If they're in full control of their mental functions though then they're just being immature.

      And how can you make out what they are , like mentally challenged or normal individuals that are just immature , can you always tell ? , also you didn't mention mental illness / psychological illness that could make them act the way they do .

        That depends if you're trying to decide this about a total stranger or about someone you actually know and have associated with.
