Just ask a girl out. If you're alone with a girl you like and if you get along well just ask her if she wants to grab a coffee or something in the weekend. If you're never alone with her just send her a text, if she reacts negatively just act like it's not a big deal. If you do this once it will be much easier if you ask someone out again.
Just do it casually, if the date was a disaster you can always say it was just grabbing a drink or having lunch as friends.
