15 is within the realms of normal sexual attraction. You don't suddenly find people attractive once they hit their 18th birthday (or 16th here in the UK) because suddenly they're legally deemed capable of consent. So this isn't enough evidence to declare the guy is a paedophile. Brainwashed idiots.
There also isn't enough detail in the story to declare who is wrong, who is right, who is a victim and who is guilty. All I can say is it's very unusual for a couple to have such an enormous age difference - therefore it's not normal.
