Hmm... on the one hand, some public toilets are gross, on the other hand, yeah, it seems over the top and she could be teaching her kid to be a germaphobe. As a parent, your instinct is to protect your kids and sometimes in protecting them from something else, parents end up causing damage in another way. Perhaps this parent could carry some wipes around with them and use them on a toilet seat for reassurance. I'm more understanding of the paper thing if the toilets looked like they hadn't been cleaned in a week. Public toilets should be cleaned daily. Hopefully they don't do it in their own home... otherwise that really is crossing a line.
