First it's not normal to intentionally strike your kid's testicles. It is child abuse and is probably illegal. The reason I came to this site is to share how this form of punishment has impacted my life. First, my son, when he near 6yo he went to spend the summer with his great grandmother while my husband and I traveled. At that he had a number of behavior issues. When he came home at the end of his stay, he was almost like a different child reasonably well behaved. I asked what she had done to do this. She said he acted badly at first but she used what she called the method of discipline that really works. What I asked? She had paddled his balls as needed that summer. I was upset and angry with her but did appreciate the improvement in him. So yes, it does work but should never be used since I think it amounts to child abuse. I do not believe in corporal punishment and have never struck my child. I have had the stinging remark of "genital abuse" thrown at me several times because I did have my son circumcised, something I don't consider to be abuse.
