Go with the latter. If you've told her that many times already and she still isn't giving you the chance, she obviously isn't into you in that way. It's cruel for her to be prolonging your intimate friendship when she knows you feel that way. Take that into account. Girls may say that they don't have a clue that a guy likes them, or they pretend to be modest, or they say that they don't want to lose a friendship, but in the back of every girl's head there is a smug satisfaction that there is a guy she can wrap around her finger. Trust me, if she truly cared for you (even just as a "best friend") she would spare you the pain.
This comes from my personal experiences; although it's beyond flattering for a guy to tell you that, and for you to know there is someone out there who would do anything for you, I place my morals ahead of everything. As well I have seen my friends do this to guys, and it breaks my heart to see these guys who cannot see past the "perfect girl" image. It just isn't right!
