you're totally overanalyzing the situation. he's a friendly, somewhat flirty guy.. as are most guys. but he likes YOU. not them.
guys don't like to be crowded, so give him a little space. asking him if he still wants to talk to you is really not a good question to ask. that makes him feel crowded, hence why he probably doesn't text you whenever he's free. but again, he likes you. he told you this.
my suggestion is to just be straight forward and ask the dude out. if he says no, oh well. i'm sure it'll hurt a little bit but at least you're not wasting your time anymore. my guess is he'll probably say yes. what have you got to lose? there are plenty of fish in the sea. :-)
