Is it normal for a grown man to play with his 15 year old niece?

I was visiting this guy I know and his niece was visiting also. She actually was getting more attention then me! She walked into the room and he grabbed her in a way that made my mouth drop. He held her and was dragging her across the room with her underneath him.Her heels was on the floor and he was holding her body up. Is this normal? I confronted him about it and he got really angry with me.
