He's not your friend. It almost seems like he's trying to tell you that your an annoyance. Whether thats true or not, he uses you when he needs something.
My advice: Give him exactly what he wants. IGNORE him. He's a jerk... so ignore him for good. You'll gain a much better friend in the end, your own self-worth.
