That's not really intelligence in the strictest sense though, it is? Many people who are living away from home for the first time have never had to do much for themselves before. Until they live away from home, most people aren't aware of just how diverse parenting strategies are and are surprised about what other people have been taught or not taught to do. In the traffic case, it's just recklessness. I'm a reckless pedestrian too, and I think a lot of pedestrians are over-cautious. Recklessness is normal, sensible behaviour to me. I think you need to rearrange your definition of intelligent behaviour.
Domestic skills are usually valued by people who have been taught to value them. Having domestic skills doesn't make you smart, it just means that you have been taught things other people haven't learned yet. What I'm trying to say is, domestic skills rarely correlate with academic ability and that is hardly surprising.

It's not intelligent, but basic life knowledge is more on the practical level of intelligence versus analytic.
I would say it only a simplistic view of intelligence would predict that behaviour to correlate with low scores on tests.
