I worked at a daycare, and it was not at all uncommon for kids six and under to try to "help each other" with their clothes. (We often had to run after a child running after another child with their head stuck in an armhole.) Sometimes the kid being helped didn't want help, but kids sometimes like to take charge and try to fix situations. The kissing thing is probably just him trying to act out what he's seen boys and girls doing on TV and in public. In a way, it's cute, because he doesn't realize it's sexual. He's just acting by example. I think it's good that you stopped him because it was clearly bothering the little girl, but this isn't at all abnormal. Kids have little sense of boundaries. It's something that has to be taught.
