I think he just sees pants as clothes. He's not following her saying he loves her and then trying to sexually abuse her. All kids do that and the younger ones kiss on the mouth coz that's how they kiss their moms until they get much older.
It seems innocent enough to me and I have a son. I've been in many groups of children and they're not really sexual beings until they get a bit older. One 8 year old girl did frighten me one time as she was overtly sexual.
