I can not answer your question of whether it is normal or not, but I had a (kind of) similar situation to yours one time. I was at a community center and this little black boy just whipped out his stuff and started peeing in the pool. There was plenty of people around, but nobody realized or did anything. I was looking around in exclamation like "didn't anybody just see that little boy pee in the pool!" I finally went and told the life guard and he addressed the situation.
