I really think he should be in therapy. Maybe showing him some stories of what happens to sex offenders in prison / documentary about sex offenders might might dissuade him. It's definitely a really bad idea. Statutory rape is serious enough, but when a child is under 13, it will almost definitely have devastating long-term implications for their development (however 'mature' they seem at the time) and might land your friend with decades in jail and a life-time label as a sex offender / child rapist if *anything* sexual happened. I wouldn't even go near kissing. Seriously, stop it before it happens!
