Answer her with a "Yes, I am your sister, and that is exactly why it matters."
I know how this feels a relative of mine had drug issues and it's hard getting help for them. All I can do is offer rehab as a solution. Or ask some one more suitable than the IIN community for help.
You could also try locking her in a dungeon for an year, then moving states. Or get a hypnotherapist to help.
