It's not completely abnormal, if there's good public transit. Not driving does save paying car payments, insurance, upkeep, etc. I worked with a company, contractually, and became very good friends with one of their hot (gorgeous, actually) assistants, who was 25 and didn't drive. She had no interest in doing so, even when the company owner, who was, I admit, also a bit untrustworthy with her word, offered her promotion to Outside Sales if she got her license and a car.
I took her home many times, with no problem. Was my pleasure, as we'd also stop for dinner sometimes. The company owner, who hated the very idea of my associating with her, asked me to "get her to get her license". My answer was, she doesn't want to, and, I'm not getting involved in this. "Star" as her nickname was, simply had no interest in driving.
