I think aslong as the woman looks decent and classy, and not like she's really trying to look like a 21 year old, then its okay in my opinion. I think its sad that most people think that the older they get, the more boring they should begin to look or dress.
I've had tattoos and piercings since I was 14 and I have absolutely no intention of getting rid of or hiding any of them. I don't believe that just because a person ages, they should dress as old as they actually are, if that makes sense. I don't think there's anything wrong with having an unnatural hair colour nomatter what your age is.
My mother is 37 and she recently had her hair dyed deep purple and it really suited her. Granted, she really never has looked her age since I can remember, she always looks younger and people are so surprised when she introduces me as her daughter, they can't believe she has a 19 year old child when she herself aparantly looks in her mid 20s. The point is, moderation. She doesn't wear innapropriately skin tight clothes or anything else that would look unflattering to her age and figure.
I think you're right. I see people older into their 50s with dyed hair. Your Mother is young though, that's why she looks it. When I was 19, my Mother was 51.
