There's only a few of us who can't read thoughts proficiently, and we have been left in the dark. Everybody else communicates telepathically and have found good ways to hide their thoughts from others.
You see, the few of us who have been kept in the dark are a part of an experiment. They are curious to see if telepathy is more of a physical/biological development or a source of practice and habit i.e psychological.
I know this because the last agent I killed confessed it to me before I ended his tortured infused misery, but I am one of those they have chosen to keep in the dark.
