What is it about the term "personal responsibility" that you fail to grasp? People don't have some moral obligation to help out people less "fortunate" than they are. Life is harsh, life is cruel. That is how it is, pretending it isn't is just that, pretending. When you go around helping out other people you're going to find out that the same people keep coming back for the same free handouts.
Sure you gave a nice wholesome example with the heart attack victim, but lets say perhaps that same heart attack victim smoked a pack of cigarettes every day for 30 yrs straight and ate McDonald's every day while doing NO exercising.
