Is it normal bf has no self control adopting animals

My boyfriend will take home any stray cat or dog he finds. Ive banned him from pounds and any pet stores or kennels or any place with animal adoption available because he absolutely can not keep himself from bringing them home. I used to think it was cute when he would bring home a rescue kitten and help find it a home but now it's kinda ridiculous.

He brings home rescue/stray rats, cats, dogs, rabbits, anything he finds. They're usually sick, old, or poorly trained so it's expensive, and he's having a harder and harder time finding them homes other than our own.

He's had fleas 4 times. Help
