I doubt he‘d do anything perverted at all... its perfectly normal (as said above) to need to keep an eye on you, but he also needed a bath [possibly it tended to get thrust upon him at last minute (no dirty pun intended)]
it might have also bin that you were clingy my brother used to follow my dad around so much you would think he had a problem and he did that till he was 7
