Even identical twins have some variation in genes. Nature would be much more likely. Especially because I assume they were raised in the same household because you know both. The nurture would have likely been the same.
Even if they were brought up in the same household they can have very different life changing experiences. For example the friends they associate themselves with, traumatic experiences such as rape or bullying can happen to one and not the other, their personalities can be different and that would affect how people treat them etc.

Twins have the exact same genotype and so their DNA would be indistinguishable from one another.
Thats also not true. Even with twins they see the world and experience the world differently even if they are raised together.
