And it is generally legal for parents/guardians to control use of 'personal posessions' but gets hairy when you're talking about selling, destroying, disposing of the property. The main problem children have here is enforcing their rights of ownership, so you might as well say that in the case of personal property, it's 'effectively legal' for parents to take it and do what they want with it because the police aren't going to get involved. They'd have to sue, much of the time it's not feasible or financially worth it, and the court may not even be sympathetic.
