An impeachable offense is anything Congress says is an impeachable offense. The Constitution doesn't specify what impeachable offenses are, just that Congress can impeach for them. It doesn't even have to be something illegal.
They could literally impeach Trump tomorrow for getting a blowjob in the Oval Office, if they wanted to.
