I used to wonder the same thing bc I had a similar but worse experience when I was younger, but in talking to other uncircumcised dudes (not common here in the states) I think it's pretty normal. My situation was a bit more embarrassing than yours, but it was my own fault.
As a really young kid, I'd bathe with my dad and he'd shampoo my hair/ scrub my body/foreskin etc so I didn't have a choice but to maintain good hygiene. But I was a stubborn (and apparently filthy) kid and once I got to the age where I was supposed be taking my own baths, I resisted bathing (up until I hit puberty until i began giving a shit about girls). I lied a lot about whether I'd taken my bath when I went into the restroom (or just got wet and jumped out) and at one point as a kid I had to go to the doctor bc my foreskin was irritated, and my dad figured out I hadn't been washing properly.
As punishment he insisted on checking in on me and pulling back my foreskin/scrubbing my penis head --which you uncircumcised guys know is pretty sensitive-- and making sure I'd washed everywhere thoroughly. It only lasted a couple years but obviously I hated it and learned my lesson. And even after, when I'd be acting rebellious, he'd still periodically check to make sure I smelled fresh and pulled back my foreskin until puberty. At that point, I'd get accidental erections almost anytime I retracted so after a couple of times he saw how embarrassed I was and finally put a stop to it.
(Coincidentally, by the time I'd finished puberty, I guess I (or my penis head) kind of outgrew my foreskin bc now it just sits behind the head unless I glide it when clearing the last drops of pee or to masturbate etc. After all the work to keep it clean now it doesn't require much attention at all lol.)
Spent some years resenting my parents, but looking back, I was a little shit and the way they were raised outside of the US was that being strict was the only way to do it. And you should be glad our parents were trying to look out; I shaped up at school as I got older and I'm a pretty clean guy now and I'd hate to have to get circumcised bc I wasn't taught proper hygiene.
