Scary yes, and totally understandable that you didn't report him (although in the future try to) - that said, if you had reported him in this instance, he hadn't actually committed a crime yet (other than possibly sexual harassment, but that's generally for longterm, repeated incidents) so it'd be unlikely anyone could file any charges.
Is grabbing technically an assault (really even threatening is an assault, assaulting is battery (or was it swinging is an assault, connecting is battery?)) and this is as good a case of grabbing for filing charges as anything. And there's anonymous crimestoppers. I once saw a 12 year old that was probably going to sleep with an adult and reported that.
