I think this is the case in many relationships - not all of them, but many. There's always that one person who cares a bit more than the other, I've been in such a relationship before. Actually - two of them. Once where the boy came out and confessed that he loved me, while I simply liked him a lot, and one where I was deeply in love with my boyfriend but knew that he wasn't quite there yet. It's hard to find that perfect balance, but it's important that you talk to him about how you feel so he doesn't walk into anything blindfolded.
Does he know you feel this way? I know someone whose bf tells her he loves her, and she tells him honestly that she doesn't love him. He doesn't seem phased by it though.
It's very important your boyfriend knows your feelings. If this is true, he is much more vulnerable to getting hurt and it isn't fair.
