I just read about it, and to me it seems like a way to support the site -- in turn, you get a few extras for supporting IIN. It doesn't sound like a ripoff, but rather an incentive to help maintain this place. The incentives, however, aren't interesting enough to buy, say, $50 worth of IIN Gold. As it stands now, $5 isn't too much to try it out, but I think better, or more features would make it more appealing to some people.
