Is her behavior normal?

Well, the first thing I'd say is that there are two sides to every story and just to play devil's advocate here, we might well get a different version of how this sequence of events was played out from the girl in question.

Having said that, if you're giving us a faithful account, with no suggestion of harassment or undue persistence with a lost cause, then I suspect the motive for this lady's behaviour is based, either on a fickleness of mind which basically means she doesn't know what the hell she wants from one minute to the next, and that's why she's blowing hot and cold with you (no pun intended).

Or, (and this is much more sinister and dangerous), she's playing this game deliberately for any number of reasons - to gain attention, to enhance the perception of her attractiveness by creating this story about her being pursued by this guy who won't leave her alone. And her complaint to the administrators might well be a part of such a ploy, not only to ensure the story becomes hot stuff around school but it will also put her centre stage among her peers.

But one thing's for certain and that is you need to step wide of this girl from now on. Any future approaches by her, no matter how conciliatory, warm, or cosy,, should be rejected and don't ever be in her presence with no one else around. I'd also agree with the previous poster in that, given this girl has put in an official complaint about you, it would be wise to give them your own account of what happened. There's no need to be as graphic as you have been here but it's important to counter whatever lies and/or exaggerations, she's sold them.

I don't know how seriously you're taking this but, if everything you say is true then you really need to defend your position. It may seem like small potatoes now, but this is the kind of stuff (official school complaint about sexual harassment) that can come back and bite you in the ass further down the road.

She's playing some sort of neurotic game: cut your losses, stay away from her and ignore her if you see her.

If I were you I'd put the above sequence of events in writing to the adminstrators, just to cover yourself from any further repurcussions.

She needs to learn how to say no. You may have to learn how to listen when it's said, but above all she needs to learn how to say it.

Deep down she is very insecure about herself and to compensate for this fact she plays games such as this to see what she can get away with while at the same time building up her own self esteem from your continued pursuit.

This is a classic example of how nice guys finish last through no fault of their own and can easily be portrayed as the "creep" or "weirdo" for nothing more than seeking a reasonable explanation as to this completely confusing behavior.

Just cut ties with her and keep being yourself. DO NOT respond at all to any future advances from her. Keep any text messages she sends to you as evidence SHE is contacting you and make sure to show them to school administrators.
