ok i was masterbating and after i noticed my inner labia was swollen, is this bad? it has been happening but not often so what could this mean?

Learn to take your time and really relax so that you have enough natural lubrication that your activity doesn't irritate you. Also, yes, it's normal for it to swell up a little bit when you're aroused, because more blood flows in that area.
Same thing happens in males and females: more blood flows in the area, affecting the texture and apparent size of (in males) the scrotum along with the penis, or (in females) the clitoris and labia minora.
The last possibility is that you're young and still in puberty, and your lady bits are just growing to their adult size. This has nothing to do with the physical act of masturbation--it's just hormones and genetics doing their thing. Sometimes, the labia minora protrude past the labia majora when that happens, and it's perfectly normal. (Many guys think it's really kinda hot, truth be told.)
