Super job doing research, but you're still incorrect. A man does not have to be 100% hard to be masturbating, or even hard at all. A man can pee with an erection, many men do it every morning when they wake up, maybe not a 100% erection, but an erection none the less. If I go to the bathroom right now and pee, and while I am peeing I start rubbing or pulling my penis, I would be peeing and masturbating at the same time.

Some men are not 100% hard until just before and/or during orgasam. I have masturbated with an erection, needed to pee, and done so with my peins erect. It is 100% possible to do this. But rather than admit you misspoke or worse yet, that you might have been wrong, you just keep digging your hole.
I never conflated sexual arousal and ejaculation. Nothing I said contradicts anything in your paragraph- my main quibble is over the definition of masturbation.
