Yeah, it would be ungentlmanly of him if he didn't! (Don't let him if you've just come of your period... seen the aftermath of what could happen, not pretty! I couldn't tell how embarrassed he was there was so much blood on his face lol) why, wouldn't you go down on anyone the first time?
Just because of health and safety reasons, I think it doesn't count as safe sex. I got Clamydia once, and though that particular STD is mostly harmless, and it got me thinking how easily a disease can spread.
