I live across from a nursing home and sometimes see the residents in wheelchairs out in the parking lot for hours, sometimes all day in the sun... usually between vans or buses with nothing to look at. They have a lawn in the back so I don't know why they aren't placed there instead.
A lot of elder or geriatric patients like being out in the fresh air, watching the world go by. As long as they get regular cups of tea or coffee they are sweet as a nut. They especially like sitting outside if a visitor fetches brandy to share around & lace their tea/coffee with. Medicinal of course.
A lot of them are sick to death of watching the utter shite on tv & the regimen/routine of hospital or care home life so they sit outside chit chatting about anything & everything.
Maybe it's Heavan's little bus stop or they're giving them away free to a good home.
Have you considered owning your very own elderly person?
Some of them could have been dumped there to get them out of the way for cleaning and so on.
If they're demented and they're just staring blankly at a wall or the side of a car, that seems cruel, but if they're not really home any more, they just don't care. Maybe the idea is that they'll enjoy the sunshine?
If they're not quite that far gone, maybe they enjoy watching traffic going by and getting some fresh air?
Some nursing homes are good, but others are ghastly places, run by people who care only about money, and staffed by anyone who's willing to clean shit for minimum wage. So it is possible that what you're seeing is a form of elder-abuse. It wouldn't hurt to find out who's in charge of licencing nursing homes in your area, and giving them a call to express your concerns.
I noticed a parking lot like that where I live as well. A guy in a electric wheelchair sits in hot parking lot seemingly all day long....doing nothing.
