You can't force someone to admit their feelings for you. Maybe she does love you and just can't allow herself to be with you, either way, it's her choice.
Some people find it more difficult to grasp the idea that they have true feelings for someone of the same sex. If she doesn't want to take that path, you can't force her.
It seems like you love her a lot. Sometimes you have to let the people you love go. It may hurt but as long as you're there for her, that's all that matters.
