    No, most of the people I meet are from work, school, or family. Which all act this way. 16-18 and up can drive a car. So even if you think they are too immature to drive, they can get a license if they pass the test. The Age group is usually 18-28

      If everyone you know is like that you must be living in a very strange part of the world and I'd suggest you move somewhere else ASAP
