yes! Peoples bodies develop differently. I've even read books before that say all sorts of similar things (twilight saga), and seen movies too. It's normal! Maybe your body developed faster than his (which is normal for girls), or maybe he's just scared. Talk to him, find out why. Maybe he's uncomfortable, or doesn't know how.
