Correct, its generally unenforceable (presently, ie who knows what digital cameras could be lawfully placed in peoples homes and not just the public streets one day! Food for thought)
The BEST way is to openly shame these parents. On TV the Internet and any media source.
To make it 'normal' that this type of > instruction, is NOT modern education, and generally not accepted by science what so ever.
The quest is to get politicians to voice these modern understandings. But since money and votes (population of individuals) seem to sway the politician to continue harboring religious groups then nothing will be done until one day we have a very brave president!
I feel this day WILL come though, just as a black president was voted in, so will an atheist one day. And things will finally change for the better IMO and many others of the world.
