Is it normal to see people that aren’t there out of the corner of your eye?

A lot of times I’ll see a person out of the corner of my eye and be startled by them, but when I turn around there will be nobody there. I’ve been seeing said “people” since I was a little kid, and I always figured it was normal (just an optical illusion, or dehydration or something), but one of my friends keeps telling me it’s not normal, so I thought I’d ask

    If I don't have a drink by noon I start getting DTs and they come with mild hallucinations.

    I don’t know whether it’s normal as such but sometimes I see a black figure out of the corner of my eye too.
